Yes, but its seen on the user's profile only, and it can be bigger than a avatar 
so when someone PM a admin, we just go to their profile. then put the url where it says "personal Profile" and then click ok or something and the users profile pic is there

Yeah, but remember I have put it on Admin so only admins can change it. in case someone decides to put a bad photo up. and i'll be online heaps when we get alot of members
